I also believe that it is better to ask for help when you need it! I have been there before someone came along and helped me get my life together! Shelters are always full so these people ask for help most with good intentions. It's better to ask than steal or commit crimes. We should all lend a hand. God said give an you will not lack. My understanding from that meeting was that one must be homeless in order to apply for a panhandling license; however, a reporter recently applied for and received a panhandling license, so it's possible that there was a miscommunication in that meeting.
