The very notion of a "youth culture" is rooted in Madison Avenue needs to create a market for their products, combined with the public schools, where a alternative world (or parallel universe) has been created. So, who was it that thought that taking hundreds or thousands of hormonal and immature and often mean adolescent people and throwing them into a building together all day was a good idea? My point is that you are dead on. These young people have been uprooted from family - whether it be due to actual family problems, societal segregation of the generations, or whatever. In most societies, and historically in ours, these young people would be in relationship with a large multi generational family unit - extended family proper, village family, community "family." There will be little to no success addressing these issues as long as young people are treated apart from these family units. So, who will be family to them? If the actual family can't be then who can? Programs for youth may help a little, but you're right, we need families. Amen.
