disablilies include addiction, mental illness, chronic physical illness or disability, or developmental disability
have frequent histories of hospitalization, unstable employment, and incarceration

housing first
a housing policy that moves homeless people from the street directly into their own permanent housing, rather than housing them in a shelter or transitional facility first
housing first programs usually offer supportive services to the client, such as mental health services, substance abuse treatment, education or job training, case management, etc.
